レポートやデータ探索を閲覧する際、データに含まれるシグナル（ユーザー属性、インタレストなど）から個別ユーザーの身元を推測できないようにするために設けられています。
そのため、ユーザー数が少ないサイトやユーザー属性情報が含まれている場合などに、しきい値が適用されてレポートを閲覧できない可能性があります。その場合、レポートの対象期間を長くするなどして対象データを増やせば閲覧できるケースがあります。
レポートまたはデータ探索にしきい値が適用されている場合、レポートのデータ インジケーターの色が変化します。その詳細はインジケーターにカーソルを合わせると表示されます。
なお、しきい値はシステムによって定義されているため自分で調整することはできません。

This is in place to ensure that when viewing a report or data exploration, the identity of an individual user cannot be inferred from signals in the data (such as demographics or interests).
Therefore, if the site has a small number of users or contains user demographic information, the threshold may be applied and the report may not be viewable. In that case, you may be able to view the report by increasing the target data by lengthening the period covered by the report.
When a threshold is applied to a report or data exploration, the data indicator in the report changes color. Its details are displayed by hovering over the indicator.
Note that the thresholds are defined by the system and cannot be adjusted by yourself.
