In order to get to Koh Rong Samleom, you have to get from Phnom Penh or any other province to Sihanoukville first. It usually takes 35 to 45 minutes to arrive at Saracen Bay on Koh Rong Samloem as they list on their sites. This may be technically possible if they leave on time and go directly to your stop first. But they rarely leave exactly on time and often have several stops, so you should budget 90 minutes for the trip, although it usually takes less.
